When 这/那/哪+measure word
or 这/那/哪+numeral+measure word,
we often say zhèi/nèi.
For example:
这个 zhèige
这边 zhèibiān
这样zhèiyàng
那些 nèixiē
那样 nèiyàng
这几个人zhèi jǐge rén
哪个 něige

借 jiè to lend / to borrow
借给 jiè gěi to lend to somebody
还 huán to pay back / to return
还给 huán gěi to return something to somebody
The use of the 是...的... structure to emphasize or specify an element of a sentence.
“这本书是他借给我的” means not "I bought this book, or She lent me, but "He lent me".

在这里 is an adverbial modifier， describing the verb"付".
eg: 我在家看电视。
这里能付帐单吗？
这里 is the subject.
eg: 这里不能停车.
"在+place" can't be a subject.

我能在这里付这张帐单吗？
