In Chinese, there are two words which mean 'not'. “不” and “没”. “不” is for present or furture tense. “没” is for past tense. If it's a negative form sentence in the past, we should use “没”。Since you use “没”, then we all know that is past tense. So we don't need '了' in that sentence.
他去学校了。He went to school.
他没去学校。He didn't go to shool.
他生气了。 He was angry.
他没生气。He wasn't angry.
So it's nothing about 又. It's just the 没/了

The reason is there are two 'not' in Chinese. One is bu, the other is mei/meiyou. bu is for present or furture tense. meiyou is for past tense. So whenever you use meiyou, we know that's past tense. You don't need le anymore.
Tā zhàn qǐlái dǎ kāimén zǒu le chūqù. Here chuqu is not a verb. It could be a verb ' go out', Meanwhile it could be a complement. If it goes after a verb, chuqu is not a verb. So here zou is the verb. zou le chuqu.
