针对日前发言遭媒体朋友断章取义，本人感到十分遗憾。但对于因此心理受到伤害的灾民，本人由衷道歉。当时的意思，是要请灾民以及我们第一线的同僚提出具体需求，而非消费灾民，本人既然身为地方首长，当然要与民众站在一起，希望能有具体作为。

It pains me that my comments were taken out of context by the media, but I would like to extend a heartfelt apology to any flood victims who felt hurt as a result. At the time, I was asking flood victims and rescue workers on the front line to come up with actual demands. I wasn't trying to use the flood victims and as a member of the local leadership.
