不是...就是... is the structure expressing the only two possibilities that are happening. For example, 他整天不实在打游戏就是在睡觉。He is either playing games or sleeping the whole day. 他们约会的时候,不是去电影院就是去咖啡厅。When they go on a date, if it is not to a movie theatre then it is to a coffee shop.
不是...而是... is an easier structure expressing "but/rather". For example, 他不是中国人,而是日本人。He is not a Chinese, but a Japanese.

失礼 literally means to lose manner. When it is placed in a sentence, it means sorry for being rude. Usually we put it at the end of the sentence, and by repeating it twice, it indicates that you are very apologetic in this case.

When the second word is the fourth tone, the first 一 becomes the second tone. For example, you mentioned 一页ye4 一样yang4 一块kuai4.
