E.U. May End Preferential Trade Deal With Cambodia

In response to human rights violations in Cambodia, the E.U. is considering ending the preferential E.U. market access that Cambodia has through the in the Everything but Arms program. Termination of the deal, which could take 18 months, would likely result in a major economic setback for Cambodia.

Cambodia risks losing its status as a preferential trading partner of the E.U. because of Cambodia’s poor human rights record.

In the last 17 years, the country’s economy has made tremendous gains from the Everything but Arms program, which allows duty-free imports of most goods except ammunition and weapons into the E.U.

However, in recent years, government authorities in Cambodia have unleashed a wave of repressive measures.

The main opposition party has been dissolved. Consequently, the E.U. is considering taking away Cambodia’s special status.

The process of withdrawing Cambodia’s preferential access has already been initiated.

A team of E.U. officials visited the country last week to hold talks with government officials. But a final decision on this issue could take as long as 18 months.

If the E.U. finally decides to cancel the treaty, the negative impact on the economy could be significant.

About $5.8 billion or 40% of Cambodia’s exports in 2017 were to the E.U.
